March 18, 2025 By: Catherine Appling-Pooler

The National Deer Association (NDA) is proud to support Georgia House Bill 451 (HB 451), a critical piece of legislation to enhance outdoor education and ensure hunting safety for the next generation of hunters. If passed, this bill will allow local boards of education in Georgia to offer hunting safety instruction to students in grades 6 through 12.

What is HB 451?

HB 451 is designed to provide students in Georgia with the opportunity to receive formal instruction in hunting safety, helping to instill the skills and knowledge necessary for responsible hunting practices. With an emphasis on safety, conservation, and ethical hunting, the bill will provide young hunters with a strong foundation to make educated decisions when participating in outdoor activities.

The bill proposes the following key components:

  • Instruction in Hunting Safety: Local school boards will be authorized to offer hunting safety courses to students in grades 6 through 12, ensuring the next generation is educated on the importance of safety and ethical hunting practices.
  • State Board of Education Content Standards: The Georgia State Board of Education will adopt content standards for the curriculum, ensuring that courses are comprehensive and standardized across the state.
  • Local Curriculum Development: Local school boards may establish their own curriculum on hunting safety, which will allow for region-specific topics and teaching styles while ensuring the core concepts are taught consistently.
  • Instructor Requirements: Instructors will be required to meet specific qualifications, ensuring that students receive education from knowledgeable and experienced professionals.
  • Purpose and Justification: The bill acknowledges the growing interest in outdoor activities and hunting, providing a framework for responsible education to ensure future hunters have the skills needed for safe and sustainable hunting practices.

Why This Legislation is Important

As hunters, we understand that safety is the foundation of every successful hunting experience. Education in hunting safety can prevent accidents, reduce risk, and ensure that future generations are responsible stewards of the land. With more young people taking an interest in hunting and outdoor activities, HB 451 is a critical step in ensuring they are equipped with the knowledge and skills to hunt safely and responsibly.

This legislation also provides an excellent opportunity to teach students about conservation, respect for wildlife, and the important role hunting plays in managing wildlife populations. It is an opportunity to expose students to hunting when they may not have the opportunity otherwise, while teaching them how to be stewards of the environment and promote responsible hunting practices.
